Golden Meadow Woman Forces Driver to Provide a Ride at Knifepoint

Lafourche Parish Sheriff Craig Webre announced a Golden Meadow woman confronted a female driver on Friday night, forcing her to give her a ride while holding a knife. Kelly Roussell, 25, was charged with Second Degree Kidnapping and other charges following the incident.

At around 9:10 p.m. on March 12, 2021, deputies responded to a call in the Larose area. Deputies learned an 18-year-old female was driving on West 54th Street when she observed a woman, later identified as Roussell, walking down the street and appeared to be under the influence of drugs or alcohol. Roussell threw a bottle at the car causing the driver to stop, and then Roussell then walked in front of the car to prevent her from driving away. Roussell then reportedly brandished a knife and entered the passenger side of the vehicle telling the driver to take her to Klondyke in Terrebonne Parish.

Along the way, the car began to overheat, and the driver pulled into a store parking lot in the Larose area. The driver exited the car and made contact with a store employee to call for assistance. While one individual contacted the Sheriff’s Office, the store employee confronted Roussell. After learning law enforcement had been contacted, Roussell began walking away from the area.

Just after 10 p.m., deputies located a woman lying on the shoulder of LA Highway 3235. She was found to be in possession of a knife and a pipe with a small amount of methamphetamine inside. She initially refused to provide her name or any other information, but she was eventually identified as Roussell. She was found to have an active warrant and made comments in reference to the incident with the other woman.

Roussell was arrested and booked into the Lafourche Parish Correctional Complex in Thibodaux on the contempt of court warrant. She was additionally charged with Second Degree Kidnapping and Resisting an Officer, as well as possession of methamphetamine and drug paraphernalia. Bail is set at $118,500.

Five Charged after Narcotics Agents Search Golden Meadow Residence

Lafourche Parish Sheriff Craig Webre announced the arrest of Paul Collins, 58, of Golden Meadow and several others after agents executed a search warrant at Collins’ residence.

Narcotics agents had been investigating Paul Collins as a suspect in the distribution of heroin. Through investigation, they obtained an arrest warrant as well as a search warrant for Collins’ residence on East Main Street in Golden Meadow.

On March 11, 2021, agents arrived at the residence to conduct a search. Collins was present along with several others who were detained. During the search, agents located small amounts of methamphetamine, heroin and drug paraphernalia, which were found to belong to Reed Anderton, Taylor Anderton, and Paul Heseltine. Lynzie Lombas, who was also present, was found to have six active warrants for contempt of court.

Paul Heseltine was issued a criminal summons for Possession of Drug Paraphernalia. The others were booked into the Lafourche Parish Correctional Complex in Thibodaux.

Collins was booked on the warrant for Distribution of Heroin, and bail is set at $50,000. Lombas was booked on her active warrants, and bail is set at $10,300.

Reed Anderton was charged with Possession of Methamphetamine and Drug Paraphernalia, and he was booked on two warrants for Contempt of Court. Bail is set at $9,000.

Taylor Anderton was charged with Possession of Heroin and Drug Paraphernalia, and her bail is set at $6,000.

Man Arrested for Shooting Multiple Rounds at Trailer in Thibodaux

Lafourche Parish Sheriff Craig Webre announced a Thibodaux man was arrested after firing multiple rounds inside and outside a trailer in Thibodaux. Quinton Anderson, 31, faces multiple charges in the incident. No injuries were reported.

At 5:55 p.m. on Wednesday, March 10, deputies responded to a call that a man was actively shooting at a trailer in the 100 block of Chisholm Trail in Thibodaux. Using a semi-automatic rifle, the man had fired several rounds inside the trailer before moving outside and firing additional rounds toward the trailer. When the shooter noticed deputies on scene, he immediately dropped the firearm and surrendered. He was taken into custody and identified as Anderson. He was found to have a small amount of suspected marijuana in his possession. He appeared to be under the influence of narcotics and was initially transported to a local hospital for treatment and evaluation.

Detectives learned Anderson was a relative of the person renting the trailer. Investigators obtained a search warrant for the trailer. During the search, detectives discovered approximately two pounds of marijuana, as well as a number of bullets, casings, and bullet holes. They also found one round had struck a metal structure on a neighboring property.

Following his release from the hospital, Anderson was booked into the Lafourche Parish Correctional Complex in Thibodaux. He was charged with two counts of aggravated criminal damage to property, Illegal Discharge of a Firearm, Possession of a Firearm by a Convicted Felon, Possession of a Firearm in the Presence of a Controlled Dangerous Substance, and Possession with Intent to Distribute Marijuana. Total bail has not yet been set.

Three Arrested on Narcotics Charges in South Lafourche Area

Lafourche Parish Sheriff Craig Webre announced three people were arrested as part of a narcotics investigation in the South Lafourche area. Jermie Charles, 32, of Galliano was arrested on a variety of charges on Monday. April Garcia, 35, of Galliano and Robert Bourgeois, 53, of Cut Off were also arrested incidental to the Charles arrest.

Narcotics agents had been investigating Charles for drug distribution and obtained warrants for his arrest for Principal to Distribution of Fentanyl and Criminal Conspiracy to Distribute Fentanyl. On March 8, 2021, LPSO narcotics agents proceeded to Charles residence on West Main Street in Galliano to attempt to make contact with him. With assistance from the Lafourche Parish Interagency Crisis Management Unit, agents took Charles into custody without incident. Agents also had a search warrant for Charles residence. During the search, agents discovered various amounts of fentanyl, marijuana, clonazepam, nine firearms, and over $17,000 in cash. Garcia and Bourgeois were also arrested incidental to serving the warrants on Charles, and all three were booked into the Lafourche Parish Correctional Complex in Thibodaux.

Charles was booked on the two aforementioned warrants for fentanyl distribution. He was additionally booked with possession of fentanyl, marijuana, clonazepam, and drug paraphernalia, as well as possession of a firearm by a convicted felon, possession of a firearm with an obliterated serial number, and possession of a firearm in the presence of a controlled dangerous substance. Bail is set at $406,200.

Garcia was booked on two warrants for contempt of court. She was also charged with possession of fentanyl, marijuana, clonazepam, and drug paraphernalia, as well as possession of a firearm with an obliterated serial number and possession of a firearm in the presence of a controlled dangerous substance.  Her bail is set at $76,700.

Bourgeois booked on a warrant for Principal to Distribution of Fentanyl, as well as possession of drug paraphernalia. His bail is set at $200,100.

Concealed Handgun Course Scheduled for March 27

The Lafourche Parish Sheriff’s Office has announced a Concealed Handgun Training Course will be held on Saturday, March 27, 2021, at the LPSO Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8:00 a.m. and last until approximately 5:00 p.m. with a break for lunch. The actual ending time will vary due to class size.

The course will include the following:

  • One hour of instruction on handgun nomenclature and safe handling procedures of a revolver and semi-automatic pistol.
  • One hour of instruction on ammunition knowledge and fundamentals of pistol shooting.
  • Three hours of instruction on the use of deadly force and conflict resolution. (Includes a review of R.S. 14:18 through 14:22 and which may include a review of any other laws relating to the use of deadly force)
  • One hour of instruction on handgun shooting positions.
  • One hour of instruction on child access prevention.
  • Two hours of actual live range fire and proper handgun cleaning procedures. Live range fire shall include 12 rounds each at 5 feet, 10 feet, and 15 feet for a total of 36 rounds.
  • Must perform at least one safe reload of the handgun at each distance.
  • Must score 100% hits within the silhouette portion of an NRA B-27 type silhouette target with 36 rounds.

Participants will need to bring a handgun in good working condition, 50 rounds of ammunition for that handgun, eye protection (sunglasses or eyeglasses are sufficient), and ear protection (muffs or plugs). All individuals must wear a mask or face covering while in the classroom or the range office. Masks or face coverings are not required on the pistol ranges for those adhering to proper physical distancing.

The cost for the course is $110, and a special rate of $55 is offered for seniors (ages 60+). Online registration is required in advance due to limited class size. Man Arrested After Shooting Two Dogs Resulting in One’s Death

Lafourche Parish Sheriff Craig Webre announced a Larose man has been arrested after shooting at two dogs, resulting in the death of one. Jason Breaux, 38, is charged with two counts of aggravated animal cruelty and illegal use of weapons.

On February 28, 2021, deputies responded to an incident on Ledet Lane in Larose. Through investigation, deputies learned Breaux owned two pit bulls who had become entangled. In an attempt to separate the dogs, Breaux allegedly began repeatedly punching them. Once they were separated, Breaux retrieved a firearm and intentionally fired rounds at both dogs. One was struck and killed. The other suffered graze wounds from the rounds. Breaux then retrieved the body of the deceased dog and reportedly threw it into Bayou Lafourche.

The incident was reported several hours after it had taken place, and Breaux was not present when deputies arrived. Deputies continued their investigation into the incident and obtained warrants for Breaux’s arrest.

On March 4, 2021, deputies made contact with Breaux and took him into custody. He was booked into the Lafourche Parish Correctional Complex on two counts of Aggravated Cruelty to Animals and Illegal use of Weapons or Dangerous Instrumentalities. Bail is set at $255,000.

Detectives Seeking Shoplifter at Cut Off Hardware Store

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to an arrest in an investigation into a shoplifting theft at a hardware store in Cut Off.

On March 1, 2021, detectives began investigating the complaint after the store manager noticed an instance of shoplifting on surveillance footage from January 27, 2021. In the video, a white male subject places tool parts in his pocket without paying for them. He then left the area in a late model black Chevrolet Silverado.

Man Charged with Sexual Battery and Indecent Behavior Involving Teenage Girl

Lafourche Parish Sheriff Craig Webre announced the arrest of a Raceland man for inappropriately touching a teenage girl. Ryan Guidroz, 38, is charged with sexual battery and indecent behavior with a juvenile in the incident.

On the morning of February 27, 2021, a woman contacted the Sheriff’s Office after learning Guidroz allegedly touched her teenage daughter inappropriately. The incident reportedly occurred while the juvenile was sleeping, and she awoke to find Guidroz touching her.

Deputies made contact with Guidroz on February 28, and he admitted to the alleged actions. He was taken into custody and transported to the Lafourche Parish Correctional Complex in Thibodaux. Based on the circumstances of the incident, he was booked on charges of Sexual Battery (Forcible Fondling) and Indecent Behavior with a Juvenile. He was also booked on an outstanding warrant for Illegal Carrying of Weapons stemming from a separate incident. Bail is set at $30,500.

Thibodaux Man Found with Variety of Drugs in Vehicle in Raceland

Lafourche Parish Sheriff Craig Webre announced the arrest of a Thibodaux man who was found with a variety of narcotics just outside a Raceland hospital early Monday morning. David Ball, 45, faces several charges in the incident.

At around 12:30 a.m. on March 1, 2021, deputies noticed a vehicle traveling erratically in the area near Ochsner St. Anne Hospital. Eventually, the driver of the vehicle parked near the emergency room. Deputies made contact with the driver to check on him, and detected the odor of suspected marijuana coming from the vehicle. Deputies identified the driver as David Ball and learned he had a warrant for his arrest in Terrebonne Parish.

A K-9 deputy which was on scene alerted to the possible presence of narcotics inside the vehicle, and Ball admitted to having marijuana and drug paraphernalia. During a search of the vehicle, deputies located suspected marijuana and paraphernalia, as well as a handgun. Deputies also located a canister which was found to contain various drugs, some packed in separate bags. In all, Ball was found to have over 75 grams of suspected methamphetamine, over 30 grams of suspected marijuana, and over 11 grams of suspected heroin, as well as four doses of Suboxone and three doses of methadone.

Ball was arrested and booked into the Lafourche Parish Correctional Complex in Thibodaux. He is charged with Possession with Intent to Distribute Methamphetamine, Heroin, and Marijuana, as well as  Possession of Methadone, Suboxone, and Drug Paraphernalia. He is additionally charged with Possession of a Firearm by a Convicted Felon and Illegal Carrying of a Weapon in the Presence of a Controlled Dangerous Substance. Bail has not yet been set, and he is also being held as a fugitive of Terrebonne Parish.

Rape Aggression Defense Course to be Held in Thibodaux in March

Sheriff Craig Webre announced the Lafourche Parish Sheriff’s Office will host a Rape Aggression Defense (R.A.D.) course on March 29 and 30, 2021, at the LPSO Law Enforcement Complex located at 1300 Lynn Street in Thibodaux.

This self-defense course is designed exclusively for women and will take place over the course of both days. The class will begin at 6 p.m. and end around 9:30 p.m. each day. Participants must attend both days, and participants must wear a face covering during class. Course instruction will be provided by certified R.A.D. instructors from the Lafourche Parish Sheriff’s Office.

The cost of the course is $10 to cover the cost of course materials and is non-refundable. Class size is limited, and advance registration is required. You can register and pay for the course online at www.LPSO.net/classes. The deadline to register for the class is March 26, 2021, at 11 a.m.
